Contrary to misinformation, Democrats have not controlled the Senate
for two years. They have 49 seats, and Republicans have 49 seats. And
through most of the last session, Democrats only had 48 seats, because
Tim Johnson was in the hospital. Republicans have successfully
filibustered almost 200 bills/amendments thus far, and Senate
Democrats can't get anything passed.
So, you tell me, who "controlled" both houses of Congress? Democrats
controlled the House, but who actually controls the Senate?
The two Independents might, because they could have caucused with the
Republicans and given them effective control of the committees, and
Lieberman has been the deciding vote on Iraq several times.
The Democrats have just enough votes to chair the committees.
The Republicans have been able to filibuster everything to death.
The answer could be all of the above, depending on the definition of
"control."
